Manav Sampada UP Police: Property, Salary Hold & Login
UP Police personnel are state government employees, so their HR records sit on Manav Sampada (ehrms.upsdc.gov.in), not on the UP Police website. For police staff, the portal matters most for three things: annual property details, service book records, and leave. Since 2024, a constable or inspector who skips the property filing can have salary stopped, and in 2026 that hold is released only after action is recorded on the portal.

Your personnel data on Manav Sampada belongs to the police department itself. NIC runs the software; your office maintains the entries.
Why a Police Salary Is Tied to This Portal
A 2023 government order from then Chief Secretary Durga Shanker Mishra moved appointment, joining, relieving, leave, transfers, annual evaluation, salary and service book work onto Manav Sampada from 1 October 2023.
The same order linked the DDO system with the portal. Salary is sanctioned only after records match Manav Sampada, and can be stopped if they don’t.
That link is why a missing entry on the portal can reach a police employee’s pay slip, even though pay itself is decided by rank and pay rules, not by the portal.
The 2024 Police Property Drive
Who had to file
In August 2024, property details became compulsory for every police employee from constable (सिपाही) to inspector. IPS and PPS officers were already filing asset details every year. The new requirement mainly covered non-gazetted ranks, the bulk of a force with about 3.1 lakh non-gazetted officers and constables.
What happened to those who didn’t
Amar Ujala reported that salaries of 3,087 policemen were stopped for not submitting asset details, with departmental action to follow for anyone who still missed the deadline.
How the force finished
By October 2024, then DGP Prashant Kumar said 3,15,857 of about 3.17 lakh police personnel, roughly 99%, had uploaded property details on Manav Sampada. They were part of 8,36,571 state employees required to file that year under the Conduct Rules.
If Your Salary Is Held Right Now
The rules tightened after 2024. Here is what the 2026 orders mean for a police employee whose pay has stopped.
The hold is technical, not just an office decision
Salary drawal for a defaulting employee is locked on Manav Sampada. It is unlocked only after NIC records the action taken against that employee on the portal. Filing late does not release pay on its own.
Departmental action comes first
A letter from Chief Secretary S.P. Goel, based on instructions of 19 June 2026, directs departments to start departmental proceedings after approval at the competent level. For police staff, those proceedings are handled within the police department.
You are not the only one
By June 2026, about 5,000 state employees had salaries held since March for not filing property details.
What to do this week
- Log in and complete the संपत्ति विवरण (property details) section; don’t leave it partly filled.
- Keep a copy or screenshot showing the submission.
- Tell your unit’s establishment or accounts staff that you have filed, and ask whether action has been recorded so the lock can be lifted.
- Follow up in writing if pay isn’t released in the next cycle.
Before You Log In
Use only ehrms.upsdc.gov.in, and choose your police department from the department list on the eHRMS Login screen. Account details come from your office, not from the police website.
Leave on the portal follows the same leave process as every other state department, including first-time reporting officer setup.
Registration and Service Book: The Next Push
An August 2026 instruction made registration on Manav Sampada compulsory for all regular employees and directed departments to keep service books updated on the portal. Appointment, joining, leave, salary drawal and service matters are all to run through it.
For police staff, the practical step is to open your record now and confirm your rank, current posting and mobile number, before a transfer, promotion or deadline exposes a gap.
Errors are corrected through your office’s establishment section, which maintains the data.
Claims You Can Ignore
Several websites ranking for this search publish details that no government source supports:
- Salary figures such as “₹40,000–45,000” for police on Manav Sampada. The portal records pay; it does not fix it.
- Biometric attendance for police through Manav Sampada. No order or report confirms this.
- A fixed police department code or default password format. Sites contradict each other.
A different state’s news
In August 2026, reports described police leave, transfers and ACR/APAR moving fully to e-HRMS with no offline leave. That order belongs to Himachal Pradesh Police, not UP Police.
