Manav Sampada HP: PMIS Code Login, Pension & APAR 2026
Himachal Pradesh runs its own Manav Sampada portal at genpmis.hp.nic.in. The Department of Personnel publishes it and NIC’s Himachal State Centre built it. You log in by choosing your department and entering your PMIS Code and password. In 2026 the portal also took over pension papers, HPPS officers’ APARs and police attendance, so it now touches far more than the service book.
Himachal’s Portal Is Not the UP One
The two systems share a name and an origin, but a Himachal employee can’t use UP instructions.
- Login ID: a PMIS Code, issued through your establishment.
- Address: genpmis.hp.nic.in. NIC has published a notice moving Himachal’s Manav Sampada to this link, so older bookmarks may fail.
- Scale: NIC describes the Himachal system as covering 2,34,705 employees in 146 departments across 27,918 offices.
If you work for the Uttar Pradesh government, you need the UP portal instead.
Getting In With Your PMIS Code
What the login screen needs
The official FAQ lists three things for both the website and the app: your department name, your PMIS Code as Login ID, and your password. Select the department first, then enter the other two.
Lost your PMIS Code
Use the Know Your PMIS ID option on the portal, or ask your establishment office. The same code can exist in two departments, which is why choosing the right department matters.
Password won’t work
A Higher Education Department guide gives two starting formats:
- the first three letters of your name in capitals plus your year of birth (for example RAM1990), or
- your PMIS number plus year of birth.
If neither works, a data entry user can reset it from their own login. Once inside, change it through My Profile, which includes an Update Password option. The portal also has a Forgot Password page.
Find Your Situation
Retiring soon
From 1 February 2026, pension cases of retiring employees are processed through Manav Sampada. The Accountant General’s office no longer accepts typed or hand-prepared pension papers, and the Directorate of Treasuries, Accounts and Lotteries told heads of office and DDOs to send pension papers only through the portal.
Your dashboard already shows a Pension/NPS calculation sheet and a pension estimate. Check it, and your service book, well before your retirement date, because heads of office and DDOs now submit the case through the portal.
Already retired
The FAQ is clear: a retired employee can’t log in with the PMIS Code. For pension questions, contact the office you retired from.
HPPS officer
From 2025-26, the Home Department and Police Headquarters ended offline ACR and APAR for Himachal Pradesh Police Service officers. APARs are now filed and processed only on Manav Sampada, on this timetable:

Police personnel
An August 2026 order from DGP Ashok Tiwari moved police attendance online. Late or unauthorised absence is recorded in the system and may affect salary. All leave is now applied for and sanctioned only through e-HRMS, and paper applications are not accepted.
Attendance is marked through the Him Upasthiti app, with a temporary exemption for staff on remote or field duty. The order also asks every employee to verify their digital service book each year, with a 15-day window for errors.
Class-I officers and officers due for training
The Department of Personnel issued three related orders in September 2026:
- 3 September: reporting and reviewing of Class-I officers’ APARs in Manav Sampada
- 8 September: mandatory completion of prescribed courses and assessment on the iGOT Karmayogi portal
- 11 September: Mid-Career Training Programmes run through e-HRMS 2.0
Sitting a departmental exam
The portal’s notice strip carries BODE and HIPA updates. Applications are open for departmental examinations to be held in November 2026, and the HIPA admit card for the May 2026 session was posted there. HIPA training nominations are also applied for from the employee login.

Transfer, Posting and Promotion Orders
The portal’s Notice Board shows the latest 500 orders across departments. In September 2026 it listed Health and Family Welfare posting and transfer orders for medical officers, along with AYUSH transfers from late August.
On an iPhone, NIC’s eTransfers app lists the latest 50 orders for departments including Ayurveda, Fisheries, Health and Family Welfare, Higher Education, Irrigation and Public Health, Personnel and Revenue.
